PROJECT SUMMARY
Gender-based violence (GBV) is one of the most widespread human rights violations globally and in West Africa and a major public health concern. Born out of EngenderHealth’s ICPD+25 and Generation Equality Commitments, Ensemble is a bold, multiyear GBV prevention and response initiative in West and Central Africa (WCA). Ensemble recognizes that partnership and supporting local action are key to preventing, responding to, and ultimately eliminating GBV. Ensemble aims to bring together partners committed to addressing GBV so we can learn from each other, increase our coordination, and increase partnerships to accelerate partner and country action in the region.
Ensemble’s ambition is a multi-stakeholder, survivor-centered, multi-sectoral GBV prevention and response. Ensemble aligns with and complements national and regional GBV strategies for greater and more sustained impact. By working in alliance with civil society organizations (including those led by survivors and those led by youth), local and international nongovernmental organizations (NGOs), national and local governments, UN agencies, bilateral development partners, and other donors, the initiative is designed to make a difference that is greater than the sum of our respective projects.
PURPOSE OF THIS ASSIGNMENT
The purpose of this consultancy assignment is to mobilize financial resources for both EngenderHealth and our Ensemble partners to lead work under Ensemble; cultivate and manage Ensemble strategic partnerships; help form and support the functioning of the Ensemble advisory committee; and support our like-minded partner organizations’ work through Ensemble.
CONSULTANT SCOPE OF WORK
EngenderHealth is implementing a regional initiative to contribute to the elimination of GBV against women and girls while addressing the needs of survivors in WCA. EngenderHealth’s work will support three interrelated pillars, namely: i) meaningful engagement and survivor-centered support, ii) community engagement for GBV prevention, and iii) strengthening coordination of multi-sectoral stakeholders to create an enabling environment for structures, systems, and policies to develop responses that enhance impact, sustainability, and scaling up of good practices in addressing GBV.
To support these goals, EngenderHealth's Regional GBV Consultant will lead strengthening of Ensemble local partnerships and resource mobilization for the initiative, working closely with EngenderHealth’s regional WCA team, Senior Director for Gender Equality and Social Inclusion (GESI), and Senior Business Development Strategist for WCA to meaningfully engage all Ensemble partner organizations and create a resource mobilization strategy for the project, seeking funding across the region to support EngenderHealth and its partners in implementing Ensemble. The Consultant will also be key in helping to create and manage the initiative's advisory committee, which, once established, will help steer the project and increase visibility and resource mobilization.
Objective 1 - Resource Mobilization. Lead resource mobilization efforts across regional and global levels in support of Ensemble fundraising goals.
Develop and coordinate overall resource mobilization plan for Ensemble in the West African region; including through donor engagements (public, private, and philanthropic), government and civil society partnerships, and related activities. Conduct an analysis of the current resource mobilization efforts (SWOT, Matrix Analysis, QSPM, PESTLE, etc.) to determine current priorities and gaps. Map donor interests, priorities, and funding windows and point to clear actions that should be taken to mobilize funds and develop/maintain relationships with these donors. Consult with and gather relevant information from the resource mobilization functions and other entities across the EH ecosystem in support of the above responsibilities. Develop outreach and engagement plans for key donors and conduct direct outreach with donors, alongside partners and advisory board members, to garner funding for the initiative. Support the development of proposal documents to funders once leads have been generated. Perform risk analysis and develop appropriate mitigation approaches for the EH resource mobilization strategy. Objective 2 – Advisory Committee Management. Lead the development and implementation of the Regional Advisory Committee to strengthen the Ensemble initiative and support fundraising and visibility efforts. Support the creation of a project Advisory Committee for the Ensemble Initiative in collaboration with WCA Country reps, BD, and GBV/GYSI technical staff. Launch Advisory Committee to gain visibility for Ensemble regionally and globally, in partnership with Ensemble stakeholders. Identify and vet candidates for the Advisory Committee, in partnership with Ensemble Initiative leadership. Develop vetting process, set up meetings, finalize Scopes of Work, etc. Develop Advisory Committee engagement plan, including cadence of meetings of the committee, ongoing 1-1 engagement, and support advisory committee members with outreach for visibility and resource mobilization purposes. Lead Advisory Committee meeting planning, from agenda setting to meeting timing and materials development. Support Advisory Committee chair(s) to run effective and efficient meetings, with clear outcomes and deliverables. Project manage all aspects of advisory committee meeting preparations and follow-up.
Objective 3- Amplify Ensemble Initiative . Lead the content development and posts for social media, annual reports, and other platforms to amplify Ensemble activities and achievements. Work closely with the EngenderHealth communications team to streamline and amplify Ensemble for social media posts. Coordinate with the global technical support team and communications team to contribute to annual reports and other platforms to amplify Ensemble activities and achievements. Serve as the GBV focal point person for EngenderHealth at all regional and global platforms. Participate in SGBV/GBV cluster coordination meetings at national and regional level, to represent EngenderHealth.
KEY DELIVERABLES
Objective 1 – Resource Mobilization Create and execute a comprehensive resource mobilization strategy plan for the next five years that includes an overview of the situation, a critical analysis of past fundraising experience, an exploration of future opportunities and strategies, and a detailed workflow and plan on how Ensemble will raise funds to support the achievement of its key results across partners. An annex that maps donor interests, priorities, funding windows, typical funding amounts, focal points, samples of successful project applications, and points to clear actions that should be taken to mobilize funds and develop/maintain relationships with donors. Execution of the resource mobilization plan includes implementing the strategies devised for the plan and generating funds for Ensemble, both for EngenderHealth and our local partners Assessment and production of various fundraising materials (print and digital) to secure funding/raise the profile of key results, including website content. A high-level dashboard providing a single consolidated view of all fundraising activities from initial concept through the various stages to funding secured and then funding disbursement and project implementation accompanied by an action plan, including responsibilities across the partnership, as well as active management of the plan and strategy to ensure follow-through and fulfillment of resource mobilization targets. A plan and process for building the capacity and skills of key staff in mobilizing and leveraging resources and developing and maintaining partnerships for Ensemble partners.
Objective 2 – Advisory Committee Management and Partnership Coordination A representative Advisory Committee that is launched and meets on a regular basis to advance visibility and resource mobilization outcomes. Represent EngenderHealth at GBV cluster coordination meetings in the region.
Objective 3- Amplify Ensemble Initiative Support the development of at least two success stories from Ensemble for elevation on EngenderHealth platforms. Support the development of at least one external publication to amplify the role of the Ensemble Advisory Committee.
REQUIREMENTS Minimum of 5 years of experience working on resource mobilization and working across donors. Minimum of 5 years of experience working in GBV in the WCA region. Solid set of relationships/networks with government, corporate, and individual donors in the region or globally. Postgraduate degree in gender studies, social sciences, or a degree in a related, relevant field. Experience working in global health and international development in WCA. Seasoned professional with vision, strategic planning skills, and an understanding of the integration of Gender, Youth and Social Inclusion, and GBV with health services. Experience in presenting data, information, and stories to donors and partners in a variety of contexts. Experience working for international agencies/NGOs. Fluency in French and English is required.
